Speciale: missione ambientale nel Golfo di Follonica
Buongiorno, sono il Capitano di fregata della Guardia Costiera Alessandro Russo, designato dal comando generale del corpo della Capitaneria di Porto a far parte della struttura commissariale per l’emergenza ambientale delle ecoballe di combustibile solido secondario disperse dalla motonave Ivy nel Golfo di Follonica al largo dell’isola di Cerboli. Diciamo che sono in supporto diretto al commissario straordinario del governo, Ammiraglio Aurelio Caligiore.
Volevo aggiornarvi sullo stato di avanzamento dell’operazione: innanzi tutto, come ha ricordato perfettamente Patrizio Roversi nel suo precedente intervento sul canale di Velistipercaso, l’operazione consta essenzialmente di due fasi. Una prima fase di ricerca e geolocalizzazione del materiale disperso: si tratta di cercare queste ecoballe e assegnare ad ognuna latitudine, longitudine e batimetria di dove si trova il collo. La seconda fase sarà quella della rimozione del materiale una volta che è stato trovato. A queste due fasi in realtà se ne aggiunge una parallela di carattere squisitamente tecnico-ambientale, che riguarda la caratterizzazione dei materiali post recupero e il monitoraggio dell’area impattata, fra l’altro già iniziato dal 2016 a cura di ARPAT (Agenzia regionale per la protezione ambientale ndr).
La scorsa settimana, assieme agli uomini del quinto nucleo sommozzatori della Guardia Costiera di Genova, siamo imbarcati sulla motovedetta della direzione marittima della Toscana a Piombino e ci siamo recati nel Golfo di Follonica, nella zona interessata, per fare una ricerca tramite side scan sonar. Questa ricerca è stata interessante e particolarmente fruttuosa: nella giornata di giovedì 17 ottobre, in particolare, grazie a condizioni meteo marine perfette siamo riusciti a effettuare uno scandagliamento che ha permesso di individuare un numero congruo e coerente di echi sonar di interesse. Diciamo che siamo soddisfatti di come sono andate le operazioni a mare in questa prima fase, giovedì ad esempio siamo riusciti a lavorare per 14 ore ininterrottamente, questo ha permesso di trovare un numero congruo di bersagli.
Ciascuno di questi segnali una volta sulla carta nautica andrà ulteriormente investigato con altra metodica, per avere la certezza di quello che si è trovato e del lavoro eseguito. Questi probabili colli dovranno essere osservati attraverso una video o fotocamera, da un ROV (remoted operated vehicle). Grazie a droni sottomarini autonomi o a comando remoto andremo a identificare l’effettiva posizione dei colli dispersi rivelando al contempo anche un’altra cosa che ci sta molto a cuore: lo stato di conservazione degli involucri dei sistemi di contenimento che in questo caso sono reggette d’acciaio. Al momento le condizioni meteo in zona al momento sono pessime e non permettono di operare, ma le operazioni a mare riprenderanno nei prossimi giorni al migliorare del tempo e vi terremo assolutamente aggiornati, grazie!
